TALKING POINTS for MONTEREY COUNTY BOARD of SUPERVISOR’S 7-7-26 MEETING:
OVERSIGHT OF THE SHERIFF’S OFFICE AND ENDING COOPERATION WITH ICE
Establish Civilian oversight of the Sheriff’s Office: On July 7, 2026 the Ad Hoc Committee on Sheriff’s Office Oversight is making its Report and recommendation to the Board of Supervisors. Demand that the BOS immediately enact an ordinance establishing oversight of the Monterey County Sheriff’s Office by an Inspector General and a Civilian Review Board. The County BOS is authorized by AB 1185 (CA Government Code section 25303.7) to create a Sheriff’s oversight board and to appoint an Inspector General. The proposal for civilian review had been under consideration by the Ad Hoc Committee of the Monterey County BOS since 2023; Now it is time to enact oversight of the Sheriff’s Office.
End all cooperation with ICE enforcement: Demand that the Board of Supervisors immediately enact an Ordinance prohibiting all cooperation with ICE or any immigration enforcement agency, and prohibiting use by the Sheriff’s Office (and any County Department or Agency) of any funds whatsoever, including any staff time, resources, equipment, supplies or access to county property. Such ordinances have been enacted successfully in San Mateo, Santa Clara and other CA counties. Monterey County already has enacted a Resolution but the Sheriff’s cooperation with ICE continues; We need an enforceable Ordinance.
Prohibit outside employment with ICE while employed by the Sheriff’s Office or Monterey County: Demand that the BOS direct Human Resources Department to amend all relevant County Policies to prohibit outside employment with immigration enforcement agencies by Employees of the Sheriff’s Office or by any Monterey County Dept. or Agency.
End SCAAP Program in Monterey County: Demand that the BOS enact a formal Resolution directing the Sheriff to opt out of the federal State Criminal Alien Assistance Program (SCAAP) and direct the CAO to terminate the SCAAP data processing contract immediately.
Sheriff’s Office Financial Audit: Demand that the BOS immediately Contract with an Inspector General to complete the audit and provide oversight of the Sheriff’s Office.
Demand that the Sheriff’s Office provide complete data of all Immigration Enforcement activities and transfers from the Monterey County Jail: Demand that the BOS require the Sheriff to provide to BOS and the public all data about cooperation with ICE, including all ICE/DHS requests for transfer, interviews or contacts, communication logs, breakdown and details on whether releases to ICE were based on convictions or on charges of crimes without convictions for all individuals released to ICE Custody.
